Executive producer Nate Moore said this was a key question from the beginning. “When we decided this was the story we wanted to tell, we realized there was a big hurdle,” he told Entertainment Weekly.

The solution is to provide Sam with a Waganda-designed vibranium suit designed to help Sam survive, but not necessarily dominate. This has been revealed before, but when elaborating, Moore said:
“I say ‘sort of’ because it’s Red Hulk. What are you going to do? We were very conscious of not making the movie feel dishonest. So equipping Sam for survival is not the same as equipping Sam for success.”
Cox later elaborated on the choreography required for such a fight: “We had to choreograph the fight sequence so that he could constantly use these limbs, basically two extra limbs, so that he could take on the Hulk every now and then. punches, but he does whatever he can to avoid those, and you’ll see it in the action sequences, and when he gets hit, it’s not fun.
